Abstract

The current debate surrounding AI often falls into a binary of acceleration versus caution. However, as AI begins to operate thousands of times faster than human cognition, the core issue is not speed, but direction. We face a fundamental asymmetry where traditional ethical frameworks prove fragile. If we continue applying an utilitarian logic optimized for engagement and profit, we simply maximize polarization at machine speed.

This requires a shift toward "Civic AI," moving from extraction and division toward cultivation and care. This talk will explore the "6-Pack of Care", designed to prioritize relational health over single metrics. Through practical examples like "bridging systems," we will demonstrate how to flip algorithmic incentives from outrage to overlap, forging a future where technology actively cultivates collaborative diversity and deepens democracy.

Ambassador Audrey Tang

Taiwan’s pioneering first Digital Minister (2016-2024) and current Cyber Ambassador, addressing digital democracy and the concept of Plurality in collaborative governance during her time on the programme.

Tang is a globally recognised civic-tech leader and the world’s first openly non-binary cabinet minister, Ambassador Audrey Tang has been instrumental in positioning Taiwan at the forefront of internet freedom and civic participation. TIME named Tang to its inaugural "100 Most Influential People in AI" list in 2023 for her profound impact on leveraging technology for public good.

Tang was a key contributor to the g0v.tw civic tech community, an initiative that promotes transparency by "forking" government websites into open-source versions preferred by citizens. During the 2014 Sunflower Movement, Tang played a critical role in livestreaming protests against a controversial trade pact, transforming deliberation into a public act of courage, cementing Taiwan’s reputation as Asia’s beacon of freedom.
